Army men invite more imaginative play (living rooms are battlefields, household items are forts and front lines), while wargaming setups go all out with realism (terrain, detailed miniatures, combat effects). I'm not saying there can't be common ground and crossing over; as an anon mentioned earlier there's quite a few rulesets out there to wargame with army men. I have both volumes of Combat Storm myself, but sadly have had little use out of them.
