The money is glued together on how much you spend developing/producing each wave. Basically if you expect to make lots of money on "cool toy" (usually the main character/s), then you don't mind losing money or breaking even (compared to a more popular choice) on "niche toy" because it's also a way to buy goodwill from your customers / completionists, plus attract "I don't care about the series / don't want 'main character toy' " new people who end up liking the alternate weird side character toys. Marvel Legends, for example, famously includes iron man, wolverine, or spider man in every wave they produce, because they're expecting to make their money back on that toy compared to the niche shit that a big chunk of their collectors can't even name.
