And while I'm here, i'll add on that these Mighty Max playsets aren't going to be sold in the hundreds of thousands to millinos of units like $20 6" action figures. They're only going to sell in the low-10k range, and that's going to increase costs, hence their relatively high price.

Again, see these Reaper minis where you're paying about a fraction of a dollar per unit, including the different colored ones that are made of different plastics. A shit ton of molds, which is the most expensive part of making toys. Paint isn't even half that cost (unless you go into 00s McFarlane Toys mcstate era levels).
I believe packaging is actually the second most expensive part for a toy, since that requires another factory/tools (or outside source). If shit came in plastic baggies, toys would be much less expensive.
Hasbro used to release henchmen for $5 cheaper by using shittyass simplistic packaging. Shitty non-glossy cardboard with little to no colors and the figure was just plopped inside in a baggy. Their "enivormentally considerate" packaging they've used for the past year was almost just as cheap, but they charged full price for that cost cutting effort.
