This line is clearly meant to be the initial stages of Lego City's interplanetary exploration phase, leading up to the Life on Mars/Mars Mission era where the naivety of peaceful discovery gives way to the harsh realities of conflict with alien races.
Lego City is clearly trying to portray itself as a utopian paradise: everyone pays with $100 bills, own lots of expensive leisure toys and are well-protected by law enforcement and emergency services. The reality of course is that theirs is a dystopian society of haves and have-nots, once you interpret the clues: all their wealth is derived from exploitation of the hidden enslaved workforce, whose more desperate members are the actual reason for having excessive number of police, while their shoddy slums over-contribute to the fire brigade's workload.
