COULD paint apps become the most expensive part of a modern toy? Sure, but it'd be a point way beyond what you see on any modern mass manufactured toy. Go see the Ashley Wood toys to see how their prices haven't gone that much higher % wise than children toys did from the 00s to 20s, despite World War Robot paint apps not changing much, if at all. And they do a lot hand painting, ontop of using tampos and spray masks.
