I generally try out the various shapes first, to see if they're possible to capture in Lego, then I'll either start with a small technic chassis, and build up, or build frames that capture the wheel spacing right, as the rods on the side, called "the motion", are generally the hardest part to complete, along with making them line up with the cylinders. From there it's trial and error as to how it goes together. You might have to do full rebuilds from time to time, and that's okay. The simplest shapes are often the hardest to capture, too. Then again, I try to make stuff accurately as possible.
