>>8480937 pointed out, they're going with roughly cartoon proportions, but also tweaking them to "proper" imagination proportions, since Shredder isn't taller than Rocksteady and Bebop.
Having said that, Leatherhead is going to be an unusual figure, whatever they do. He's a big guy to begin with, and modifying the original sculpt to go from alligator crawl to upright humanoid cartoon version in the same toy to try and please everyone is going to be interesting.
