Not really, he's a bit more functional (ankles notably) but he has a gaping void in his back and the proportions, altmode and (for Perceptor) deco suck.
TR's main flaw is no proper cockpit/place for the Headmaster to go in microscope mode. That aside I'd argue he's perfectly OK for a relative B-lister and honestly more aesthetically pleasing.

The head on the SS86 is so ugly it makes it unusable for display purposes and the altmode was half-assed.
As mediocre and cheap-feeling the TR was, it still looks better.

He's a better scale to start, and a lot of people like the sky blue over the teal blue.
In terms of posability, he's pretty superior.
The hole in his back is effectively a trade off for the TR being a headmaster.
Personally, I like the blocky aesthetic a lot more than the IDW pointy aeshtetic.

The TR Perceptor is pretty good, yeah. I wish it had ankle tilt, as I do with many figures. But it is g o o d.
