My suggestion would be a Meccano or Erector set, or possible a plastic model kit from somebody like Airfix. My suggestion would be for something simple to build, aircraft and tanks are usually the easiest, so I would go with the cheaper Spitfire, Bf-109 or Sherman (1/72 or 1/76 scale).
After you are done with that, maybe he will be ready to watch Transformers, G.I Joe or The A-Team. Maybe even something like The Battle of Britain.
