With toy stores being killed off, there's less support for toylines, and there's limited space in stores like Walmart and Targets. They don't want to order an entire aisle worth of toys for a single series, so a toy company like Hasbro has to funnel all their sales into a single toyline.
And even if they thought 1:18 were more popular, since they're a public company, they're forced to always think growing $$$ year after year. IF they chose 1:18, they'd be making 40% less revenue, which would upset stock holders a lot. Nevermind most people only buy one of each character they like, so just because something is cheaper doesn't necessarily they're going to buy more of a 1:18 line over 1:12. Not everyone army builds or buys every single Wolverine/Darth Vader with every wave.
Companies are pennypinching as fuck, being as effificient as possible, so they no longer want to carry something like vehicles if they're only making $1.2 million per square foot of shelf space from them vs $1.4million per square foot of some blind box shit.
In short, corporations gonna be corporations and the consumer loses... or rather, the consumer doesn't care, because they've never experience awesome shit except what the corporation told them to like.
