it seems the demographic Disney markets the character to doesn't really buy toys, outside of maybe dolls.

Not that we've had much good Peter Pan toys really, the last good ones were the Disney store exclusives, the one where Hook had a big metal thing for a hook and Peter Pan looked almost like an adult and came with lots of weapons.
