Megatron could never be a Combiner if not the head, Starscream would probably be unable to merge personalities with anyone. The Combiner attempt made with Prowl and Optimus failed because their personalities and stubbornness are too strong. Since most Decepticon Combiners unite over their love to kill and destroy, all Decepticon Combiners are stupud ragemonsters.
Victorion is the most stable because all are 100% united in cause and personality by being warrior nuns that are obedient to the Magna the Mother Superior.
In theory, Megatron+Shockwave+Soundwave+Blackout+Lugnut would be Victorion-tier stable.
