I always thought this was weirdly overblown, no thanks to Kojima's tweet. Quiet's boobs aren't so much a purposeful soft/squish feature of the figure but rather it's the simple fact that she has a soft plastic/rubber torso overlay, which was fairly common for PAK at the time.
