This is a $20 figure with a ton of articulation. All the budget went to giving it more joints. Plus, shit is more expensive now, so to keep the price under a certain price point, they need to cheap out.
The old figure has a shit ton of paint apps, but it doesn't have a lot moving pieces. Just look at how many different colors and tampographs they gave this figure. Busy as fuck, but boy, it looks so damn nice.
Since molds are more expense to produce and the more pieces the toy is made out of, the more molds it needs. The budget they didn't use for more molds, went to giving the figure a ton of paint applications.
Plus, toys used to be much more cheaper to produce before ~2008.
You'd have to pay about 5 more bucks if you want the figure to have as many paint apps as this figure.
Sure, it's cheap to me and you to make a figure look sooooooo much more better and we'd gladly pay up, but most people don't.
