They should force people to ship already. Even though SAL is down, pretty much every country has a mid-tier, reasonably cheap shipping option available by now, some even cheaper than SAL. In the time people have been waiting for SAL or waiting to make a huge combined shipment to save money they could have got their toys by the gettho ship container method months ago.
