What is considered as "Off Topic"? Is it about the thread's topic or the board's topic?

For example, someone starts a dog thread on /an/ and then some other anon spams the thread with cat pictures (love both cats and dogs, just an example)
Would this be considered as "Off Topic" or completely fine as long as it's a picture/post about animals/nature?
