This is one of those mons that wouldn't make a difference if it was in Johto, nobody would likely use it anyway.
I tried to make it work as a replacement starter, but its stats are physically painful to look at, gets no moves and takes forever to evolve. Got past Pryce before giving up on it, sorry.
