It's obvious that the writers never intended for Amour to last beyond XY, just like they never intended Latias' crush to last beyond the fifth movie, or Angie's crush to last beyond DP. Bringing Misty back so soon after Serena left was just stating the obvious that they were reverting back to form.
Misty is more or less the female face of Pokemon for most people, I have never doubted that she'd end up with the male face of Pokemon and I've always found it strange that people genuinely thought otherwise.
