I think it's a little more 'palletable' for normies because big strong guy can also be a comedic trope, it doesn't have to be sexual (even though it is) and so is 'non threatening' to a general audience. If you make a more suggestive, effeminate pokemon though, there's almost no other way to look at it but sexual, and that makes normies uncomfortable. There's probably also the worry it would attract explicitly NSFW creators to submit lots of stuff for certain mons and the possible clashing look of the overall game. I do agree with some of the rejected female ones because they look TOO much like human women with Pokemon features. Machoke at least has the excuse that it's literally it's design, but neither Gardevoir or Lopunny ACTUALLY have breasts in their designs.
