He's a much more generic condescending, power hungry bad guy compared to the rest. But at least he had a change of heart near the end and became more likeable during the delta episode.
So despite being the worst among the ORAS cast he's still better than literally every other main line admin since they're all just Tabitha without his redeeming characteristics.
