This new system is the lesser of 2 evils, but realistically even this system is still inferior to just making TMs being single usage during the main game, then greying them out after its been used once, but then once post game rolls around they become infinite use so that getting teams ready for competitive isn't a pain in the ass.
Literally gives you the best of both worlds.
