reagarding all gens, jirachi does more than just spam its scarf iron heads, which sure it absolutely has done it ever since its existence, tho it does have way more depth than that from the cm sets from gen 4-5 to spdef sr setters in gens 5-7 this mons offers much more than just flinching hax and thats why i dont think its on the same level as glalie.
On the other hand togekiss always abuses air slash wether its np or scarf and sure its is main flying stab but everyone knows if there is a reason it beats blissey its not because of how strong it is, so id have to say if it would be fair to remove serene grace, id only do it for togekiss imo.
