Relicanth and Wailord will need to be allowed to be caught and be a specific exemption from the normal nuzlocke rules, and by extension, regirock/ice/steel.
I think you are right though, anon. I will rework the rules a little more to keep it ridiculously hard, but still seemingly reasonable and "fun".
