And dual boosting set with Agility and Nasty Plot is still crap tier.
A new ability is definitely on the table, Gamefreak did it to Gengar and Keen Eye isn't something that would be mourned.
A mega-evolution is about as plausible as the idea of Noctowl getting any attention is to begin with, so why not.

— It lives in a forest and is mystical, so Forest's Curse could be added, to be abused with a Flying STAB. Doesn't really seem worth the turn, though.
— Unburden for a weaker special Lucha?
— Aerilate, Intimidate, Illusion, Sheer Force, Shadow Tag are boring universal slapdash abilities.
