The original anime was written so that it evokes a feeling of nostalgia, even for children, and adventure. It's a celebration of childhood and imagination, Shudo refers to Pokémon as Ash's imaginary world. In his blog he mentions he wanted to focus a lot less on battles but he was told battles were essential to the story. He also wanted to explore themes such as humanity vs nature, which was what the Digglet episode was about, because he wanted to expand over the co-existance angle pushed by the series.
Even so Pokémon were never really meant to be dangerous. Satoshi Tajiri aimed for Pokémon to be friendly once the Pokémon concept started to rise from the capsule monsters one. In his biography he stresses the need for Pokémon to be friendly and co-exist with humans to the point that he compares them to cats and dogs. In another panel he tells Sugimori if he could draw more friendly looking designs and that's where they hired 3 other artists to help out in Pokémon design. Even as far as Gen I Pokémon were suppose to be cute, cuddly and friendly.
