I'm not saying it isn't a clone, but the only reason Occam's Razor would work in the first place is if we knew about cloning. And the only reason we know about cloning is from a secondary source that doesn't even do it in the way actual cloning is done. Hell, let's go even further in Pokemon lore. The first cloned sheep, Dolly, that popularized the common understanding of cloning, was born 8 months after Red and Green released in Japan. Sugimori and Masuda have also been on record stating that they had an idea for a clone sheep Pokemon but didn't go through with it because it was too controversial to them. Basically, it's not impossible that Mewtwo is a clone, given the biology nerd shit and controversial stuff in Gen 1, but it's a little bit of a stretch and probably would barely pass Occam's Razor.
