GameFreak knows that Megas are popular, with many of them being top favorites.
So of course with a return to Kalos, they'd bring Mega Evolutions back.
But surely they know how unpopular it'd be for them to finally bring Megas back, only to not bring ALL of them back.
Using Torchic, as well as any of the Hoenn or Kanto starters, just doesn't make sense in any scenario.

The Grass and Water starters would be Pokemon WITHOUT Megas, getting them for the first time.
So why break that and reuse Torchic instead of using a Fire starter WITHOUT a Mega to match?

Like I personally believe all Megas will be returning. Including Mega Blaziken.
So you gonna have a regional Blaziken, only to offer a Hoenn Blaziken with its Mega stone as a quest reward?

You'd be screwing over the original Mega and its fans.
And again, the same goes for literally any other Hoenn or Kanto starter.
Plus, GameFreak already used Torchic to celebrate the whole France Rooster thing in XY.
That's literally why it got its Mega Evolution early, instead of waiting for ORAS.
If Kalos wasn't based on France, it wouldn't have gotten its Mega early.
I just don't think they'd repeat using Torchic for the same reasons like that.
They can easily just use Cinderace, and there's a lot you can do to make it fit France.
Euro Football is huge there, so you can make it beefier and make it more of a goalie.
Or you can turn it into a cyclist as reference to Tour de France.
Or give it roller blades that could reference Tour de France while also referencing roller skating in XY.
