Groudon obviously does a shit ton more damage than Cynthia & Garchomp with Precipice Blades, and can max its own crit, Attack, and SpAtk, but needs Speed support, and uses more gauge. Solar Beam was likely chosen because Fire Blast takes 3 gauge, Fire Punch is pathetically weak, Eruption sucks, and it learns no other Fire-type moves worth mentioning.
