To be honest, I believe that they meant for ash to win the league up until the end, but then the new writers came along and said they need ash to lose so they can make him a school retard, and got bullied into it. Which I think is really disappointing since it was the perfect time to let him win. I still have trouble fathoming that they pulled this in the Anime.
