This leads me to believe that Gym Battles in Scarlet/Violet straight-up don't use levels. Every Pokémon is at the same level, like in Link Battles.
Hence, like leaker said, it has no scaling, because the battles don't have levels.
Hence, like official site said, you can choose to fight a stronger gym leader first - the difficulty of this being only determined by team composition.
So for once - I will believe in GF's ability to not be retarded.
