Tldr steel has notably high capacity to absorb heat without changing its properties yet because it's a material that is commonly known to be heated to the extreme temperatures that do cause it to change its properties, the dumb Japs decided that steel is just as weak to fire as grass. Might as well build our buildings and bridges out of wood!
