The PMD world would also be fine but I'd prefer the main Pokémon world.

Exactly. More Pokémon should be Baby Pokémon and we should get them more often. Only 19 Pokémon right now are Baby Pokémon.

I think in the case of Toxel what happened is Game Freak made it and then later just happened to remember that Baby Pokémon are an actual game mechanic. It looks like a baby and it's classification is even "Baby Pokémon" which is weird because Baby Pokémon is a category of Pokémon.

It's not weird at all. Some think of Evolution Stages and Levels the way humans think of aging but that is wrong. If a Pokémon wants to evolve or not, that's for both that Pokémon and their trainer to decide. I am a Mine Jr. and my trainer has me and my teammates wear Everstones to prevent us from evolving. My trainer has me wear an Everstone as a bow tie because my trainer wants me to stay as I am and so do I.
