Mons like Mr. Mime or Alakazam work because their unique design elements aren't being reused constantly. Lickitung is already a weird design, and this is in keeping with that. While this scraapped evo does acquire a "job" and facial hair, it was the only Pokemon introduced with either of those things (arguably barring Madame) at the time. Nowadays half the dex is either employed or doesn't shave.
