So, Kanto is the only region that thinks of Pokemon solely as pets or tools; other regions give them more agency. Also of note is that Oak changes his speech from Kanto to Johto, so he's aware of this cultural difference.
tl;dr Kanto is a backwards country that doesn't yet acknowledge the extent to which Pokemon and humans can bond together.
