What are the actual chances that Tobias returns? He is the strongest non-champion/frontier trainer the anime has seen (even stronger than Alain). So I think it would be even worse for the writers to completely ignore him which would just make his concept as an intentional barricade to Ash even more apparent. Maybe they can save him by having him be in the Master Class and giving him a character.
