Misty lacked a consistent goal while nobody even understood Brock's goal yet those two still considered to be the best traveling companion because of their personality, plot relevancy and dynamic with each other. Not to mention Lana who had the most silliest goal yet she is more well accepted because of her quirks. Even the most boring character can have a goal and dozen off episode on her character arc but she still be boring while an quirky character with no goal become instant popularity because of their quirk.
At the end a character with quirky personality and plot relevancy who develops interesting dynamic with the cast are far better than a boring character with a big goal. Koharu's problem is that her dynamic with Ash is non-existent while her dynamic with Goh went flat, she also has no plot relevancy and feel like a third wheel that follow around Ash & Goh due to her generic personality.
At this point, the anime was better off introducing Green with her "Evolution" personality who becomes the third research fellow with "Love & Hate" relationship with Ash after he caught the pokemon she & Goh was competing over and she thrown a pokeball in his face after losing a battle.
