Even with EVs, which you can't control if you're solo-training, you'd end up with a lot of defense (due to the Pokemon in Viridian, Pewter, and Moon mainly giving you that) and a bit of attack and special attack. It still would not make the difference, Starmie would still win. You'd have to have a minimum of 96 speed EVs to outspeed it, which means you'd have to grind the fuck out of Zubats, since they only give 1 speed EV a pop.
