Special Attack > Attack > Speed > HP & Defense & Special Defense. This pokemon's Defenses and HP are locked behind you having to also increase its Special Attack or Attack stat, one of which your not going to use but because you can't have a Special Attacking stat higher than your others you MUST increase it. So if you wanted to run a Physical Lucario too bad! You gotta boost up its special stat to even being buffing it Attack stat. Its just a horrible system for a TTRPG.
