Personally i'd prefer him in UU just because he won't have to deal with bullshit legendaries and he would excel in there
On a related note, i'm also glad the other two aren't in OU either, because that would just be bad for them too, especially primarina since the only items it can even use are those that already buff its strongest stats, which in then case, would just have to hit the other spectrum and it's gg
