The speed buff would put her in a special snowflake speed-tier where she outspeeds Koko, Mewtwo/Mewtwo X, Marshadow, Darkrai, Mega Gengar, and some others so she can take advantage of the special attack boost to take a potshot or better fulfill her current use as a utility mon in doubles/VGC. HP is there for survivability, obviously.
