In GSC, HP actually drains slightly more slowly than in the Sinnoh games and HGSS uses the same engine as DPPt so HP drainage is equally slow as DPPt. DP makes most of the new Pokemon rare and fills most routes with Kanto shitmons. GSC does the same, but it's not as bad since it has some variation in Kanto encounters. DPPt just has the same Geodude/Gravele, Zubat, Ponyta, Machoke, Psyduck everywhere. DPPt locks Pokemon to certain days and has a ton of time based gimmicks that interfere with gameplay. Crystal locks evo stones to phone calls on certain days (Days of the Week siblings), though most time-based gimmicks in GSC are rather non-intrusive and not necessary for team building. Diamond and Pearl lock most of the Sinnoh cross gen evos to the postgame while GSC lock quite a few Johto Pokemon to the Kanto postgame (in this case, GSC is worse than Platinum but better than DP).
Lastly, Gen 2 shilled Kanto so much that they took a U-Turn and focused on new Pokemon in Gen 3. Gen 3 didn't sell well, so they catered to Kanto hard in Sinnoh by bringing back Oak and the legendary birds, restricting the Dex to 151, and shoving Kanto rock tunnel shitmons everywhere in Sinnoh.
The fact that Maniac Cave is the only place where you can catch Hippopotas in Sinnoh, yet even then it's 95% Geodude and 5% Hippopotas (and they couldn't even be bothered to change this in Platinum either) speaks volumes. The only way to increase the odds is to catch an alphabet soup of Unown.
They took another U-Turn in Gen 5 by making them hard reboots and literally forcing you to use new Pokemon in BW rather than just encouraging you to use new Pokemon like RSE. But Gen 5 sold so poorly that they they gave up on focusing on new Pokemon and we've had continuous Kanto pandering ever since.
