After rescuing Mr. Briney's darling Peeko from the bad grunt, Mr. Briney offers us access to his boat services. The Devon Corp. worker gives us his thanks and has us meet the company president who entrusts us with the Pokénav call feature and a favor to deliver a letter to Mr. Stone in Dewford.
There is a fun little rival fight to be bad before that though, and this time they lead off with Lotad (with Torchic), Slugma if Brendan and Torkoal if May (with Mudkip), and Wingull (with Treecko). It's a fairly straight forward fight.
Of course it's important to visit the Cutter's house before heading off to Mr. Briney's. You can use this to access some more stuff north of Route 116 next to the house of the Karate guy endeavoring to break through Rock Tunnel, and inside Petalburg Forest to snag a Miracle Seed on your way through.
