This is Hoshinaba, a Pikaclone inspired by the White Hare of Inaba. Being based on a legendary spirit, it is Electric/Fairy. I know it looks a lot like Bunnelby, but Hoshinaba was designed before X and Y came out.
Like most Pikaclones, Hoshinaba has no evolution. However, it has some workable stats in that it has a decent Special Attack and Speed, though it is a bit brittle.
It has a signature attack with the working title of "Matra Magic"(Fairy) which has a base power of the Target's Base Stat total divided by 5.35 (535 being the standard BST for a fully-evolved starter Pokemon).
I do have an idea for a Mega Evolution. It's still a bit brittle, but it would have a base speed of 200.
...And Prankster as its HA.
