A director has the absolute control over the story of the anime, they doesn't need to writer the entire show for it. The writers job is simply to write the dialogue and script of the show, You don't even understand the difference between producer, Direction, animation director, storyboarder and writers. But you are also the same person who believe Kodomo and Shonen anime are same thing.
Head writers are not in charge of creative decision, he is simply the chief writer who join the director and sometimes executives to decide the series composition, I have already described series composition to you.
