I think this is some sort of alternate timeline where the relationship of Human and Pokemon didn't flourish and it ended up being more hostile (more so than pla), so they strike a deal with Arceus and so, they split the worlds apart. The Human world and the Pokemon world. Either one of them are allowed to traverse the other, unless they undergo a transformation, I guess.
