They're closer to humans in the way that a Chimpanzee since they're not human, they're not people and they're just as much of a Pokemon as Lucario, Zoroark and Vaporeon. Hattrene in particular acts more like a crazy wild animal than Lucario and Zoroark, being aggressive and vicious. We could think of it as a monkey or something. Gardevoir isn't an elf, an anime girl or whatever, it's a Pokemon, and behaves like any other Pokemon and gets treated like any other Pokemon so there's zero reason to think of it any different. Clearly even in real life being close to humans, both in appearance and biologically speaking, means nothing and "humanoid" appearance means nothing in the Pokemon universe.
