You can't say the same for Pikachu, Mr. Mime, Vaporeon, Gardevoir, or whatever. They act and are depicted more akin cartoon animals than they are to a kingly figure like Calyrex. They're common Pokemon that are more in-line with being a cartoony pet like Scooby Doo while Calyrex is a monarch. I don't if he's been in the anime yet but in the games he talks and rules, yet the common Pokemon don't even talk and are portrayed more like pets. Yes, gameplay mechanics still apply to him but he has the lore to back his kingly position.
