Only in the first ep of DP she appeared in she was rather flat because the animators just copy/paste Dawn's character model on her. In the next 3 eps of DP especially in her Wallace cup outfit her breasts were back. They may not be as big as early Hoenn levels but they're still sizable B cups here.
