The Dragapult and Baxcalibur lines are not considered Late Bloomers as they have not been featured in any merchandise with the label, so please do not make this mistake as you try to grasp its definition that means neither "Pokemon who fully evolve at Level 45 or higher" (as there are many Pokemon who meet this definition, but are not considered Late Bloomers) nor "three-stage Pokemon who have a 'species strengths total' of 600" (again, there has not been an extension to the Late Bloomers merchandise line to include the aforementioned two lines).
