gen 5 was the last generation that didn't rely on kanto to as part of it's identity. Gen 6 mega forms got out of control with kanto, gen 7's alolan forms were exclusively kanto. each generation before 5 we could expect evolutions or prevolutions of previous pokemon. every new gimmick has to include kanto somehow or else people wont buy it.
